What types of Windows Azure roles can AzureWatch autoscale and monitor?

Can I monitor only WebRole instances?  Or can I monitor instances from such roles as Worker Role? PHP Role? VM Role?

AzureWatch can monitor and autoscale any Azure managed instances under Worker/Web/PHP/VM, etc. roles.

As long as the instances are managed by Azure Diagnostics API, AzureWatch can do its thing.
