Is it possible to shutdown some low priority service based on a rule?

Scaling out takes almost 10mins. I am looking at to shutdown some services till that completes (like in Enterprise library).

I am not sure I understand the question. Could you elaborate?
Examples include switching off non-essential features or gracefully degrading the UI.
You may want to look at

Unfortunately, at this time AzureWatch does not have this capability. This is an interesting and beneficial feature and it will be considered for future enhancements.
